David Mitrany (1. ledna 1888, Bukurešť, Rumunsko - 25. července 1975) byl britský politolog a historik narozený v Rumunsku, teoretik mezinárodních vztahů a hlavní představitel funkcionalismu.

Jako historik se zabýval dějinami Rumunska a Balkánu. Po druhé světové válce v rámci mezinárodních vztahů rozvinul koncepci funkcionalismu, která vycházela z Haaseho argumentu liberálních institucionalistů, že stát nadále nemůže využívat a přerozdělovat výdobytky blahobytu, protože se mezinárodní organizace staly jeho integrální součástí.

Funkcionalismus navazoval na liberální přístup (Kanta, Wilsona aj. ), prosazoval uspokojování potřeb obyvatel a řídil se heslem „Forma má odpovídat funkci. +more“ Protože státy v tomto bodě selhávají, považují funkcionalisté řešení v nadnárodních institucích.
